This issue will capture the effort on capturing the evidence that is missing for a couple of thousand workshops by uploading the documents to the identified workshops.

The screenshots at the location are in fact rightly
implemented. The scenario of uploading documents ensures
there is at least one document uploaded.

For a nodal coordinator, the checks are there on different
screens either while updating data - usage, participants, or
while uploading documents.

The scenario for approval of a workshop by an outreach
coordinator does not check for any missing data: usage,
participants attended or documents. A workshop can be
approved by an OC without any of this data.

To solve this problem, we are introducing a new state
'pending for updates'. Such workshops will not show up in
the OC's list to approve. Only when an NC updates the data
and uploads the files, the status of a workshop moves to a
new state - 'pending for approval'. With this
implementation, an OC will not check if there is any missing
data to reject. His task will reduce to verify if the data
is correct.

Two sheets are placed at this location. One of the sheets - approved-workshops-without-documents contains all the workshops which do not have supporting documents. While the other workshops-without-iiith is the one created after all the supporting documents are uploaded for workshops conducted by the outreach center located at IIITH.

IIITH 7 test workshops has been made 'Rejected' from backend.
