How you are installing vllm

try to install vllm on a CPU machine by following guide https://docs.vllm.ai/en/latest/getting_started/installation/cpu/index.html. When I run command VLLM_TARGET_DEVICE=cpu python setup.py install, I got the following error:
FileNotFoundError: [Errno 2] No such file or directory: '/.../vllm/envs.py'
how do I build the envs.py file?

Here are what I have done:

I followed section "Set up using Python" and completed the following steps:
sudo apt-get update -y
sudo apt-get install -y gcc-12 g++-12 libnuma-dev
sudo update-alternatives --install /usr/bin/gcc gcc /usr/bin/gcc-12 10 --slave /usr/bin/g++ g++ /usr/bin/g++-12

pip install --upgrade pip
pip install cmake>=3.26 wheel packaging ninja "setuptools-scm>=8" numpy
pip install -v -r requirements-cpu.txt --extra-index-url https://download.pytorch.org/whl/cpu

after those steps, I did not see a folder vllm is created under my project root /home/haoxhcen/deepseek/.
I also checked my python virtual environment site-packages folder /lib/python3.12/site-packages and did not find vllm package there. May I ask how to make vllm folder or package under my project root /home/haoxhcen/deepseek/?

also after those steps, I also run $ VLLM_TARGET_DEVICE=cpu python setup.py install and here are the console outputs

I see envs.py is under vllm module but the vllm package is not installed in my python virtual environment. what command I should use to install vllm in to my project?
