The length of an IW spool is different from the length of the IE spool it is crafted from:
IE LV spool spans 16 blocks by default. Craft it into an IW copper spool: 8 blocks.
IE MV spool spans 16 blocks by default. Craft it into an IW gold spool: 8 blocks.
IE HV spool spans 32 blocks by default. Craft it into an IW “IC2 HV Wire Coil” spool: 8 blocks.
Is this intentional? It wasn’t mentioned anywhere in the manual and doesn’t seem to be configurable. Given that the wires are roughly equivalent in capability (same maximum distance between relays, same wire and connector power ratings, etc.), it seemed like maybe the conversion ratio was meant to be 1:1.
