vp lint / vp fmt run oxlint/oxfmt from a parent directory instead of the bundled one #3065

Describe the bug

• vp lint / vp fmt / vp check resolve oxlint and oxfmt from the cwd upward; the bundled copy is only the fallback.
• A project that doesn't install oxlint, under a folder with node_modules/oxlint, runs the parent's copy (our case: a git worktree inside the main checkout).
• With a parent oxlint ≤ 1.61, the parent's .oxlintrc.json applies and the lint block of vite.config.ts is ignored. No warning.

in the repro fork:

cd app && pnpm install  # app: vite-plus 1.2.0
./node_modules/.bin/vp lint --version  # expected 1.88.0
./node_modules/.bin/vp lint src        # expected 1 error
