403 on Connection to multiple Key Vaults from one project

When I want add new connection to one project, I'm getting 403 error on both Key Vaults.
Steps:

1. Add Azure Key Vault Connection
2. Add secret as parameter
3. Use secret in build configuration (working)
4. Add other Key Vault Connection
5. Add new secret as parameter
6. Use secret in build configuration (not working) getting below error
   Error processing parameters for Azure Key Vault: Could not fetch secret, received response code 403 for url
