Version 1 did:key DIDs do not express 1 in the DID. If a parsed version is 1, it should result in an error. This would prevent confusion between parsing an acceptable version 1 DID (does not include the version explicitly) and an unacceptable one (that does include it). The spec as written today would allow these two different expressions to be considered the same DID.
