Anonymised ballots for Solid CG Chair Election 2023 (#11)

@dontcallmedom and @ianbjacobs independently reviewed the ballots.

We reviewed the list of [eligible voters](https://github.com/w3c-cg/solid/blob/fff25c88419850d644ec9f0d9c7e9e539a134f5b/elections/2023/eligible-voters.txt) and removed four ballots.
We plan to inform the ineligible voters privately that we did not count their vote.

In this file, the ballots have been sorted lexically to remove any significant ordering.
