I was assuming that each candidate does it by default. Of course it can't (I think shouldn't) be enforced in any way. Life is unpredictable so I only see it possible to double check the initial intent with candidates.

since the deadline has implicit MUST, I see no problem with adding a SHOULD 24h before to the charter. This would indicate how closely the candidate is following the charter.

I wouldn't assume this, especially for a term of up to 2 years.

It’s quite common for people to move projects, finish a PhD, change project, etc., and for their availability or interest to drop.

It might be better if candidates explicitly confirm that they intend to make a best-effort commitment for the full term, or step down gracefully if their circumstances change.
