Add per-user .env configurations

Use per-user configurations so a user wouldn't pollute commonly used working environment with task-dependant and system-dependant configurations.

A user can create git patches for himself and apply them every repository pull (can be automatized with scripts available for all under scripts/setup/) or if something simple, just backup its own <something-descriptive>.env.
