By software distribution strategy it's meant: a plan of action that can be accommodated by developers of this project and other projects using this project as dependency.

A good software distribution strategy increases interoperability of this project with other projects (dependants) and thus increases popularity, contribution, potential development speed and bug-fix latency.

A requirement should be semantic versioning support as optional but default functionality.
