Originally proposed in web-platform-tests/wpt.fyi#519 (comment):

if you have a look at https://staging.wpt.fyi/test-runs you'll see some shas that are tested many times, ba4921d054 holding the record. That's from the pre-revision-announcer 6 hour cadence I believe, and it happens especially during weekends with no changes to wpt.

It'd be nice to fix this, presumably by doing nothing if the sha hasn't changed since last?
