[Bug]: Top navigation shows gradient at smaller screen size even when not scrollable

What did you expect to happen? What happened instead?

The nav bar displays a vertical gradient covering the bar at smaller screen sizes when it shouldn't.

Reproduction instructions

View Browsertrix on a viewport less than 1024px wide. Doesn't seem super consistent, but I've seen it fairly often? It seems to show up consistently here, for example http://localhost:9870/orgs/default-org/workflows/7c9b8c46-73aa-4b88-98d6-bab410c645b7/latest

Looks like it's actually coming from pageSectionsWithNav/<btrix-tab-group> with sticky set to true — there's a scrim that's displayed that doesn't have a correct parent with position: relative

Also seems to be an issue with tooltips/popovers
