Issuing to a legal entity

we need to build (pun intendedf) a specification for how to issue a credential to a wallet in a way that binds the credential to a legal entity.

Some strawman requirements:

1. Use openid4vci if possible but don't close the door for other protocols
2. Enable B2B flows - eg backend API flows
3. Make use of eDelivery

I must admit that I am not sure that I have understood the problem.
By including the EBWOID in the header of each issued EAA we have the binding of each EAA to the issuer and also a transfer mechanism for the public keys from the EAA provider to unknown issuers.
The following ADR describes this solution based on chaining in [https://github.com//pull/168]
