decide on standard for commit messages

@henrykironde it seems like the action that you've got includes some pretty strict formatting guidelines that i'm not necessarily in agreement on. when we talked before, i thought it was just a minimum number of character requirement that you were including, but it checks verb tense, capitalization, utilization of different characters, etc.

for the time being, i'm going to remove that action from the main branch, because it's failing when everything else is passing.

let's decide on what the format should be, then design an action to match it.
