This is not really an issue, but more a request to extend the documentation. What I miss are the software dependencies and OS requirements. Especialy, I wonder if org-noter runs on Mac OS X.

@boelenz mainly pdf-tools and org-pdftools. To install pdf-tools on MacOS, follow the guide in the documentation of the package. I did it on MacOS Mojave (using mac ports, not brew as in the documentation), and had no problem, however I had to patch org-noter #93 (comment) otherwise it bugs out the first time you try to insert a link on the pdf.
