In Bikeshed we can use Required IDs. We've done this here: whatwg/infra@9b412bc.

whatwg/wattsi#128 tracks this for Wattsi.

There's currently no way to get a list of URLs as requested in Discovering permanent anchors sg#134.
We also haven't tracked IANA registrations. Those should also have fixed IDs.
It's probably good to have tooling documentation somewhere. Perhaps in MAINTAINERS.md?
