the config file in the base directory contains only the IPs from the ip white list. the file needs to be renamed and all code referencing it needs to follow suit.

actually, there's more to this... there's also the etc/GAR.ignore file in play. removing the config file and only using the etc/GAR.ignore file is one possibility. that means that some additional code needs to be added to GAR, itself, to read only the first column of the ip white list file as well as taking into consideration if the last column shows the ip is enabled or disabled.
