We had a long discussion on the subject and there are this point to be considered.

  1. abstract is a character string and we already decided that URL is allowed in abstract
  2. we need to enforce the use of anchor for the codelists
  3. there is a request from GISCs to be more prescriptive on whether to use anchor or character string
