Default help browser for ?, ?? and describe()

Maxima has now two methods of showing the help when encountering a ?, ?? or describe() command:

• It can open a web browser that shows beautiful HTML including 2D maths, Links and (if the help theme is more complex) the whole documentation of the package, not just the introduction.
• or it can just show the text the info file contains for that keyword - which might happen to be just the introduction to a package.

The disadvantage of the web-browser approach is that a web browser is relatively slow, in a separate window and will open a new tab or (if it is setup to prefer windows) even window for each help topic.
