Configuration problems on Windows 10 x64

My style.ini file is not getting loaded.
I got into the Configure menu and set up the Style the way my company wants (blue functions, black numbers, etc., etc., etc.) for consistency...and nothing gets applied.
I saved the configuration in style.ini (same folder where I save all my workbooks) and it doesn't work. I try to Load style.ini and nothing changes.

I'm not sure if this is related, but when I try to edit the "Startup commands"...I can't. It won't even let me click on one of the existing commands or use the scrollbars.
