Update dev dependencies:

• @typescript-eslint/eslint-plugin
• @typescript-eslint/parser

Note: the @typescript-eslint dependency stack (eslint-plugin, parser, utils) can be replaced with typescript-eslint dependency (probably it's preferred to use with ESLint v9)
