When you enable UTF-8 Encoding via the menu option as normal, the ???'s for Kanji and other symbols turns into "î, ÃÂ, ü" (etc) and is converted incorrectly on all plugins and displays. I suspect the implementation of "bbDrawText" may be the culprit, and it may be forcing blackbox to double encode text. This holds true for both being installed as a shell and having explorer as a shell.

Strangely enough its converted correctly for blackboxbar. With UTF-8 disabled my workspace labels are a mess but with the encoding they display correctly (The same labels are a mess with middle-click), makes me wonder whats different for blackboxbar that saves it from double encoding.
