find a better way to populate /etc/hosts

populate_hosts.yml calls populate_hosts.py to get ip addresses for all the master and worker nodes created and is then appended to /etc/hosts of the host machine.

Also ip addresses do not get populated as soon as the nodes are created because the VM is booting and the interface hasn't received an IP via DHCP yet
