Backup Restore on Cloudfare

We take backup today but don't restore the data

• Add backups and restore (snapshot) endpoints to the similar to the current individual canister backup restore
  • Individual user canister backup and restore already implemented by @komal-sai-yral

    • Add backup restore (snapshot) for user indexs and platform orchestrator #108
