Update Darcula Dark - Okkano to v0.1.4 (#3648)

Fix naming conflict with existing Darcula dark theme in extensions list

Problem

This extension was experiencing a naming conflict with another Darcula
dark theme already present in the extensions list, which could cause
confusion for users and potential installation/identification issues.

Solution

Updated the extension name to resolve the conflict and ensure unique
identification in the extensions marketplace.
