Upgrade Solana program for v29 blockchain upgrade

Describe the Issue
Solana program contains some changes for withdrawAndCall and other things like larger payload max size.

The program should be upgraded with the new version.

Not directly related to the the progam upgrade , but wanted to mention
I think it would be a good ided for us to maintain version number in the solana program itself , which can be updated through a migration on every deploy , the version can also be used to track feature flags if need .

Any testing would also benifit a lot for a version flag , and it would not be too complicated to implement .

What do you guys think @lumtis and @skosito , I can add a seprate task to add this in , if you agree .
