when a new machine added for use, we need a machine-init script to init the machine with below steps:

install program files

copy dependent so files to reps of each source program dir.

register the machine to metadata shard's meta data tables.

start up nodemgr, prometheus, etc

This script can be used by (and can be extracted from current) cluster bootstrap script.
