feat: and retry fro "not enough disk space available"

I want add a retry button and a retry timeout for "not enough disk space available"
before I write a PR, I want to ask is this feature good for webui?

Because I use aria2 in a tiny disk VPS, after downlod, I will tranfer file to my strage, disk will empty again, but the task will disable, so I want do this feature

How about "retry all failed"? That will be more widely used, same like #490.
I disapproved that since I think there is more problem. This feature needs the user to know what they are doing.
