Deployment: PoC

Acceptance Criteria

• Make sure that the proposed deployment options from https://github.com/zigbee-alliance/distributed-compliance-ledger/wiki/DCL-MainNet-Deployment and https://github.com/zigbee-alliance/distributed-compliance-ledger/blob/master/docs/deployment-detailed.png make sense and doesn't cause any issues. Perform necessary tests.
• Do proper configuration of sentry and observer nodes (https://docs.tendermint.com/master/nodes/validators.html#validator-node-configuration).
• Experiment with tmkms
• Experiment with Trusted Link (wireguard for example)
• Write down necessary steps and configs to be included into documentation (see Deployment: Document for Node Admins #219)
• Consider enhancing the current Docker environment to include optional Sentry Nodes and other items. Extend deployment integration tests.
