Bug description

If there is a device specific quirk in the zigpy distribution it is impossible to override it with a local quirk file in home assistant.

Steps to reproduce

  1. Install a "TS0601 by _TZE204_nklqjk62" garage door opener
  2. Watch it showing up without any entity besides its firmware version.
  3. Add a local quirk (e.g. [Device Support Request] - ZigbeeModel: TS0601, Zigbee Manufacturer: _TZE204_nklqjk62 #2635)
