Additional Hidden AI Package Removal - CBS Path does not exist

Describe the bug
When Removing Additional Hidden AI Packages runs, for some reason the UI is saying that the path does not exist when it does - it's also an uncaught exception.

To Reproduce
Steps to reproduce the behavior:

I'm not actually sure? I ran it as admin twice and got the same result both times

this doesnt make any sense to me...

first of all the policy set json file exists on all win11 versions so im not sure why its not there for you

second, that path clearly exists and does on every windows build

i feel like you are leaving out some context... is the windows build tweaked/stripped etc? ive never ran into these issues so ill need more info to try to replicate it
