Generate docs for Pod::To::HTML and its dependencies

Pod::To::HTML and its dependencies we can't currently generate docs for since that would create a cyclic dependency.

I propose fixing this by first building them without docs, then using those artifacts in the docs generation script, and then build them again with docs.
