In SumatraPDF there's a very nice Alt-Mousewheel providing a faster scroll than just mousewheel, and which more often than not is more natural than using Page Up/Down.
I was thinking it would be great to have in Notepad4 also. Perhaps it could go at a third of the display height rate or something similar.
