Current doc for submitting an upgrade proposal is incorrect -- says anyone can submit the transaction.
This PR fixes the doc to match the auth checks done on-chain. Also removes the second redundant copy of the text on that page.
PR also updates the txs user re-join doc to match current CLI code.
