After the 3.2.0 release, we plan to do a 3.3.0 release. Add features you want to see in the release to this list:

switch source encoding to UTF-8
use license header plugin
...

Agree on format of header
Check what should happen with author information
Check what year or range of years should appear in the headers
Touch every source file...
