- add makefile w/ os detection (windows/linux/unix)
- implement build pipeline: setup, native-perl, wasi-perl, bundle
- support wasi sdk and binaryen install on linux
- include cross-platform commands (mkdir, rm, wget/curl)
- add validation scripts for windows, linux testing
- provide windows handling w/ wsl/gh-actions
- new documentation for makefile @ README-Makefile.md
- provide alt to github actions
