Also called out cases where a lifecycle requirement matched an OpenSSF Best Practices Badge requirement at a higher tier, and removed items in the lifecycle requirements that were duplicative of those in the OpenSSF Best Practices Badge at the level in which is identified by the other requirements at that stage.

No longer explicitly calling out files like GOVERNANCE or CODE_OF_CONDUCT is what you mean by "duplicative of those in the OpenSSF Best Practices Badge" ?

All seems reasonable to me.
