Fixes #609

Problem

On Windows, os.execv() breaks the connection with the Electron parent process when spec_runner.py transitions to run.py for the coding phase. This causes:

Coding phase never starts after planning completes
UI shows "encountered unknown error"
Task cannot be resumed

Root Cause

os.execv() on Windows spawns a new process and exits the current one, severing the IPC connection with the Electron main process.

Solution

Use subprocess.run() on Windows to maintain the parent-child process connection
Keep os.execv() on Unix/macOS for efficiency (replaces the current process)
Added import subprocess to support the new approach

Testing

✅ Tested on Windows 10:

Planning phase completes successfully
Coding phase now starts immediately after planning
Full workflow executes without errors

✅ Unix/macOS compatibility:

No changes to Unix/macOS behavior (continues using os.execv())
Platform-specific handling via sys.platform check

* Fix #609: Windows coding phase not starting after spec/planning On Windows, os.execv() breaks the connection with the Electron parent process when spec_runner.py transitions to run.py for the coding phase. This causes the coding phase to never start and shows 'encountered unknown error' in the UI.
