Step 1 of work-on-an-issue gains a dependency gate: declared dependencies are checked through the Issues convention; open ones are surfaced and the owner explicitly chooses to proceed or wait (gate with an override, per the #11 pattern). Opt-in and fail-open: no declared dependencies — or a tracker that cannot report them — proceeds without comment. Tracker-agnostic by construction: everything goes through the Issues convention.
