Untangling: Add Stats has moved callout page

Adds a callout page for Jetpack > Stats.

Since we don't have an image for the callout, I've added a placeholder until design is ready.

Proposed Changes

• Add a stats has moved callout page in Oddyssey stats

Why are these changes being made?

• We want to inform users that Jetpack > Stats has moved to Stats top level (for both WPCOM and self hosted users)
