Add artificial delay for github action

Purpose

When running the template validation action, we sometimes notice errors in the deployment step.
Because the template validation is automated, and skips uploading patient data, it appears as if the first time, we get an error, because the container restarts.

See this log line:

Hoping that adding a artificial delay will help improve one-off errors
