Purpose

The deployment of the Python flask app is failing with the latest version of werkzeug, so manually updating the version in the requirements for the successful deploy.

@vivekjilla @surenderssm I'm able to run the app locally as well as on Azure without any errors with this change - https://msdocs-python-sg-flask-webapp.azurewebsites.net/.
