What this PR does / why we need it:
The goal of the PR ticket is to ensure we receive notifications if the ARO RP or the CSP experiences a loss of access rights to customer network resources, or if the CSP's contributor role is revoked from the managed resource group. These permissions are essential for maintaining the cluster; without them, tasks like PUCM operations on the cluster cannot be performed.
