This PR updates the coredns image versions that will be cached in VHD.
These images have all current CVEs fixed - mcr.microsoft.com/oss/v2/kubernetes/coredns:v1.12.4-2, mcr.microsoft.com/oss/v2/kubernetes/coredns:v1.11.3-11, mcr.microsoft.com/oss/v2/kubernetes/coredns:v1.12.1-4
