[Containerapp] Support java agent

Enable Java agent:

az containerapp create ... --runtime java --enable-java-agent
az containerapp update ... --runtime java --enable-java-agent

Java logger operation:
az containerapp java logger set --logger-name "root" --logger-level "debug"
az containerapp java logger show --logger-name "root"
az containerapp java logger show --all
az containerapp java logger delete --logger-name "root"
az containerapp java logger delete --all

About Extension Publish

There is a pipeline to automatically build, upload and publish extension wheels.
Once your pull request is merged into main branch, a new pull request will be created to update src/index.json automatically.
You only need to update the version information in file setup.py and historical information in file HISTORY.rst in your PR but do not modify src/index.json.

Do we support uppercase log level or mixed? Can we do az containerapp java logger set --logger-name root --log-level Warn?

mixed, cli will convert to lowercase.
