- Refactor nostr command handling. This will make editing the bot easier, new commands are automatically added to "help", command arguments are automatically parsed, ...
- Block some commands in maintenance mode
- Add a tag to messages sent by a bootik. In prevision of Manage association request from another Bootik #169 and so on. The tag contains the protocol version, and avoids autoreplies from misunderstood commands (when bootiks will communicate w/ each other).
- Also set the protocol version in the public metadata of the bootik
