Turkish Translation for system-design-101

This PR adds complete Turkish translation of the system-design-101 documentation.

Changes

Added TRANSLATIONS-tr.md with full Turkish translation
Preserved technical terms and product names in English
Maintained original formatting and structure
Kept industry-standard terminology unchanged

Translation Guidelines Followed

Technical terms like "API", "cloud", "serverless" etc. kept in English
Product/Company names (AWS, Netflix, etc.) unchanged
Maintained professional technical language in Turkish
Preserved markdown formatting and image references

Checklist

Followed repository's translation guidelines
Maintained consistent terminology throughout the document
Preserved all links and references
Kept original document structure
Double-checked technical accuracy
