Update South Carolina settings per request

Problem statement

Follow-on ticket to #17451.
South Carolina requested that we only send positive COVID and Flu laboratory results, and to not sent any antigen test results.

What you need to know

• From South Carolina, via email: We now only need positive laboratory results (e.g. Culture, RT-PCR, DFA, Molecular assay) for both Covid and Influenza A/B. Is it possible for y'all to exclude the antigen tests as well as the negative Influenza A/B tests?
• From Victor: Use the Member OID extension on the observations
• This ticket should be done in parallel with the documentation ticket: Document process for filtering by condition code value set #16003

Acceptance criteria

• South Carolina receives positive Flu results, no negatives
• South Carolina receives positive COVID results, no negatives
• South Carolina does not receive antigen tests for COVID or Flu
• Relevant information from performing this task is added to the documentation in ticket Document process for filtering by condition code value set #16003
• Victor, Chris, and Glenn tagged and notified in the Engagement Slack channel that "South Carolina settings have been updated per ticket Update South Carolina settings per request #17513 -- you can follow up with South Carolina confirming"
