Exclude the CC 4.0 license in tech-reports

Page 2 will include the license and a trade mark disclamer: UNIVERSITY OF CAMBRIDGE and the Coat of Arms are registered trade marks of The Chancellor, Masters, and Scholars of the University of Cambridge (“University Marks”). For the avoidance of doubt, the University Marks are not included in this Creative Commons licence.
