run_herg_qc needs to be run from a directory with a git repository

The function to record the git commit looks at the directory the command was run from rather than the pcpostprocess directory and breaks if there's no git repository to read. It'd be nice if it could look at the pcpostprocess folder or just return an empty commit without a repository.
